GHI Leadership


GHI unites U.S. global health efforts in a comprehensive "whole-of-government" approach to health assistance for maximum impact and efficiency. Based at the U.S. Department of State and reporting to Secretary of State Hillary Rodham Clinton, Ms. Lois Quam serves as the Executive Director of GHI. She leads the effort to coordinate agency programs under the overall direction of the GHI Operations Committee, which includes Dr. Rajiv Shah, Administrator, U.S. Agency for International Development; Ambassador Eric Goosby, U.S. Global AIDS Coordinator, U.S. Department of State; and Dr. Thomas Frieden, Director, Centers for Disease Control and Prevention, and Administrator, Agency for Toxic Substances and Disease Registry, U.S. Department of Health and Human Services (HHS). The Executive Director will also facilitate transition to US Agency for International Development (USAID) leadership of GHI, pending achievement of stated benchmarks by September 2012. Responsibility for leading and coordinating PEPFAR will remain with the Office of the Global AIDS Coordinator (OGAC) at the State Department.

The Operations Committee members have each appointed a deputy to support the day-to-day implementation of GHI. High-level policy support, advice and guidance on GHI is provided by the GHI Strategic Council, which brings together the various government agencies that have expertise in areas that are critical for the implementation of GHI. These governmental departments and agencies include, among others, HHS, USAID, the Department of State, the Department of Agriculture, the Department of Defense, the Department of Treasury, the Millennium Challenge Corporation, Peace Corps, the White House Office of Science and Technology Policy and the White House National Security Council.

Global Health Initiative Deputies:

  • Amie Batson, MPPM, serves as USAID's Deputy Assistant Administrator for Global Health with responsibility for overall coordination of USAID's work in support of this endeavor. She joined USAID in 2010 after a 20-year career in global health that has included positions in the WHO, UNICEF, and most recently, the World Bank as assistant to the managing director. She was one of the original drivers behind the creation of the Global Alliance for Vaccines and Immunization (GAVI), and now represents the U.S. on its board. Ms. Batson led the World Bank's efforts in vaccine financing, including the establishment of new financing mechanisms like the advance market commitment and the use of donor financing to "buy-down" loans from the international development assistance program. These efforts provided billions of dollars for global health and helped to vaccinate millions of children against polio, pneumonia, diarrhea and other vaccine-preventable causes of death.
  • Ann Gavaghan, MIA, MPH, is the Chief of Staff in the Office of the U.S. Global AIDS Coordinator at the U.S. Department of State. This office is responsible for coordinating and overseeing the U.S. global response to HIV/AIDS. Prior to joining the State Department, Ms. Gavaghan served as a legislative assistant in the office of Senator Hillary Rodham Clinton, where she worked on both domestic and international health issues. Ms. Gavaghan is a trained HIV counselor and has worked with local nonprofits and community-based HIV programs in Brooklyn, South Africa and Taiwan. She has master’s degrees in public health and international affairs.
  • Donald Shriber, JD, MPH, is the Center for Global Health's Deputy Director for Policy and Communication at the Centers for Diseases Control and Prevention (CDC). He is also Deputy Principal representing CDC Director Dr. Thomas Frieden in the development and advancement of the GHI. Since 1997, Mr. Shriber has served as Director of CDC's Washington Office. Under his leadership, the office protected and expanded CDC's authorities in major global and domestic legislation, including the recently enacted health insurance reform legislation. He represented CDC in the nation's capitol during public health emergencies that included the anthrax attacks, SARS and Hurricane Katrina.
